Energy Management Plan and O&M Program Reporting Tools

For those submitting for WA CBPS compliance, there are several documentation issues in addition to the Energy Management/O&M Program plan itself to navigate. One of them has to do with the documents that you upload to the CBPS portal along with your Energy Management/O&M Program plan – the reporting tools. There are two PDF documents – Energy Management Plan reporting tool and Operations and Maintenance reporting tool – that must be filled out and uploaded along with your submission.

These reporting tools for the most part consist of a lot of check boxes that are meant to confirm that your Energy Management Plan/O&M Program documents are compliant with the many requirements based on WAC 194-50-060 ASHRAE Standard 100, 2018 Section 6 and WAC 194-50-130 Normative Annex L—Operations and maintenance implementation. They are an aid to reviewers who must wade through the varied information provided by each building’s owner attempting to demonstrate compliance.

By completing each of these documents, the Owner and the Qualified Person are attesting that the Energy Management Plan and the Operations and Maintenance Program contain and comply with each of the items identified.

There are lots of parts and pieces necessary to comply with each and every one of the requirements. Some of these parts are harder and more time-consuming to collect than others, particularly when it comes to the equipment inventory of the building with its performance objectives and condition indicators.

Make sure that you have given your team enough time to obtain all the information you need to flesh out these plans, so that the Qualified Person responsible for completing your reporting tools can check every box and help make WA Dept of Commerce reviewers comfortable and your submission compliant.
