CBPS Updates and Milestones

On June 1, 2026, the Washington Clean Building Performance Standard (CBPS) reached its first compliance reporting milestone. Tier 1a buildings, those buildings state-wide over 220,000SF, were required to prove their Exemptions or Benchmark their energy use and provide Energy Management Plan/O&M Program documentation.

ArchEcology also achieved our first milestone of 50 successful properties reported and accepted by the Department of Commerce for compliance. This tally includes 27 exemptions for industrial buildings, 5 exemptions for retail properties, 13 Tier 1 Energy Management Plan/O&M Programs, and 5 Tier 2 incentive Applications.

We are particularly proud of the success of Ferguson Terminal which submitted an early Energy Management Plan to comply with both CBPS and Seattle Tune-Up requirements and Sunnyside High School which complied via the Investment Criteria Pathway.

The next two reporting deadlines are for Tier 1b buildings between 90,000SF and 220, 000SF, on June 1, 2027 and Tier 2 buildings on July 1, 2027.

And keep in mind that the Tier 2 incentives fund which is focused on multifamily buildings, large buildings with more than 20,000SF of conditioned space, and small 20,000SF – 50,000SF buildings still has $100 million in incentive money available for those who apply early.
